Kathmandu: Former President and ex-Vice President of CPN-UML, Bidya Devi Bhandari, held a surprising political discussion with Kathmandu Metropolitan City Mayor Balendra Shah (Balen) last Thursday, in what is being seen as a significant political maneuver.
